EXPERIENCE PROFILE:
James Brown brings over 40 years of public transportation safety, emergency management, security, and operations industry experience having previously worked at the Massachusetts Bay Transportation Authority (MBTA) in Boston and as an independent consultant. The past 23 years, Mr. Brown has actively supported safety and security transit initiatives with American Public Transportation Association (APTA) through the international and industry sponsored Rail, Bus and Commuter Rail System Safety Management Audit Programs. During his participation with the APTA program, Mr. Brown was responsible for assessing system safety programs and providing recommendations utilizing industry established guidelines to support the development of System Safety, Emergency Management, and Security Program Plans and their respective applications.
Over the past four years Mr. Brown has represented Caltrain as its safety representative in support of ongoing capital project initiatives including PTC and Electrification projects. Services include management of the projects safety and security certification requirements, hazard management program, development of project safety documents, safety committee participation, field safety inspections, and accident and incident investigations. Mr. Brown also worked with the Caltrain management team in evaluating its safety program and providing recommendations to support ongoing development.

Salvatore (Sal) Gilardi brings more than 35 years of public transportation safety, emergency management, safety and security certification and fire/life safety experience to the B&G team having previously worked at New York City Transit, AMTRAK and as the Director of System Safety for Parsons Transportation Group (PTG). Prior to starting B&G Transportation Group, Sal was the Senior System Safety engineer for Parsons Transportation Group where he worked on various rail and bus projects such as: MTA’s East Side Access Project, Miami Dade People Mover Project, OmniTrans Bus Rapid Transit, AC Bus Rapid Transit, Phoenix Light Rail Extension, the Los Angeles Metro Foothill Extension, Houston and Dallas extensions. Sal was responsible for the overall safety and security certification programs for those projects as well as for the Fire/Life safety having been a member of the National Fire Protection Associations’ technical Committee on Fixed Guideway Transit and Passenger Rail systems. Prior to his work for PTG, Sal was the Director of Safety for Amtrak’s Metropolitan Division of the Northeast Corridor where he was responsible for the day-to-day safety of the railroad and its passengers.
While with New York City Transit Sal was responsible for the overall Fire/Life Safety of all bus and rail transit operations and facilities. He has worked with the Caltrain management team for the past 10 years in evaluating its safety program and providing recommendations to support the development of the safety and security programs.

Stephen possesses more than 25 years’ experience in the construction industry, including daily supervision and training of up to 80+ personnel and equipment. Daily operations included JSA/JHA preparation, plan review, take offs, rfi/rfc submissions and drafting proposals. He has worked effectively with architects, engineers, developers, contractors, inspectors, city officials, soils technicians, subcontractors, agents, sub-contractors and other contractors.
Stephen holds certificates for OSHA 30, OSHA 500 and has completed more than 100 safety related courses and seminars including trenching safety, excavations, CPR and primary aid.
Over the past 25 years Stephen has progressed from a residential/commercial plumber to an Operating Engineer heavy equipment operator/grade checker, foreman, superintendent and estimator. He is now B& G’s Construction Safety Specialist.
With solid and diverse experience in the field of construction he has contributed managerial, operational and safety expertise to support the 25th Grade Separation project, South San Francisco Station Rehabilitation project Marin Street and Napoleon Avenue Bridge projects.
ROBERT E. HUGGAN, Railroad Operations, Safety
